Used a BugABoo digi, Spring Boot, colored with Crayola pencil colors. Stamped an appropriate sentiment. Used a Die-Namics die to handmake my own sequins.

If you are using it as glue, then no, if you are adding it to googlie eyes on an image, then no. If you are using it as a resist for a background or to alter paper in some way, then absolutely yes, it would count as a mixed media product.
